At the moment, "No". However, the game version they were using for the private demo at PAX was different from what we've seen presented elsewhere thus far. I'd assume they'd be making one more set of UI modifications as final polish before Korean OB, but that's just my guess.
We've been told you will be able to resize all of the pieces of the UI and relocate them on the screen. Relocating around the screen has been in for quite some time; the resizing has not.
The expectation is that yes, we'll have a customizable UI, though there isn't intended to be much of a UI at all. "Less is more" is the approach the devs are taking.

Personally, I hope all sorts of add-ons and macros are strictly forbidden and disabled.
It may start with a simple UI enhancing add-on, to make it more shiny, and that's fine. But then someone comes up with an add-on that does 'x' for you, makes 'y' easier, etc. I like it when things actually require skill and personal input, so you can see who's better.
Same goes for macros, although I doubt these will be disabled, I can only dream though.

I do not wish to see add-ons in TERA, and if there were I don't think I would use them. Unless my guild said I had to have them, or it allowed me to see some UI features I wasn't able to see before. Macros, on the other hand, is a whole different ballpark.

I love and hate addons/mods at the same time...Whilst I like cosmetic mods - so you can make things look how you prefer, I don't like anything that gives an advantage or extra information...sadly most mods do. The other big thing to consider is that user-developed mods often get implemented and lead to UI improvements...WoW (and HoN - a non-MMO I play) are great examples - tons of mods have been implemented into the defualt UI and lead to major improvements...hell other games are even copying the mods that were developed for these games.
